VA Selects 30 Vendors for Potential $61B T4NG2 IT Services Contract Vehicle

The Department of Veterans Affairs has awarded 30 companies positions on a potential 10-year, $60.7 billion contract vehicle for information technology products and services.

The multiple-award Transformation Twenty-One Total Technology Next Generation 2 contract covers cybersecurity, health care IT, strategy planning, enterprise network engineering, operations and maintenance, program management and systems and software engineering support services, according to a special notice published Tuesday.

In March, the department released the final request for proposals for the T4NG2 indefinite-delivery/indefinite-quantity contract, which has a five-year base term and one five-year option period.

ONEIL Joint Venture Named to $7.4 Billion FAA eFAST Contract

Miamisburg, OHIO, Aug. 4, 2022 – O’Neil & Associates, (ONEIL) in partnership with EIDOS Technologies, LLC, today announced that their joint venture company, ONEIDOS, was awarded a seat on a $7.4 billion contract. The official prime award notice means aviation customers can quickly and easily work with ONEIDOS through the Electronic Federal Aviation Administration (FAA) Accelerated and Simplified Tasks (eFAST), Master Order Agreement (MOA) as an 8(a), HUBZone, and Small Business.

eFAST is a preferred contracting vehicle for small business contracts that streamlines the procurement process for all stakeholders using a web-based acquisition tool and automated workflows compliant with applicable FAA standards. eFAST supports firm-fixed price, cost reimbursable, time and materials, labor hour and other contract types as appropriate. Through eFAST, customers can reduce the time it takes to hire a contractor by as much as 65 percent.

The contract has a $7.4 billion ceiling across eight functional areas and provides a full spectrum of technical, engineering, scientific, administrative and other professional services in support of the FAA. ONEIDOS is qualified to deliver client services and solutions to the FAA in four out of the eight functional areas:

  • Business Administration & Management (BAM)

  • Computer/Information Systems Development (CSD)

  • Computer Systems Support (CSS)

  • Documentation & Training (D&T)

The MOA period of performance is July 25, 2022, through September 30, 2024. Since Fiscal Year 2010, the eFAST program has awarded more than $4.4 billion in contracts to small businesses.

ONEIL and EIDOS are part of the SBA Mentor-Protégé program. The program is designed to motivate and encourage large business prime contractor firms to provide mutually beneficial developmental assistance to small businesses.

The ONEIDOS JV was formed in 2019 through the mentor relationship.

EIDOS and partners awarded IRS Criminal Investigation sole source awards

1. Network Support: The IRS Criminal Investigations (CI) Network Support includes a three-year contract where EIDOS Technologies, LLC will be responsible in assisting the IRS in improving their existing network capabilities which includes the re-design, engineer and implement an operational and maintainable wholistic solution removing duplicate equipment and technologies to form the CI Standard Network architecture to meet both Federal boundary and
external to the Federal Boundary needs within IRS and Federal compliance requirements (FISMA High, NIST, IRM).


2. Tech Ops – User Support, Client Management and CI Cybersecurity Operations and CDM Support Services: The Internal Revenue Service (IRS), Criminal Investigation (CI) Technical Operations (Tech Ops) two-year contract support requires EIDOS Technologies, LLC to provide technical and project management support needed to maintain and support CI Information Technology (IT) user support, Technical Operations Center (TOC) support, Client Management, Cyber and CDM support.

CIO-SP4 Preliminary Awardees Announced

Preliminary CIO-SP4 Awardees Announced

The National Institutes of Health Information Technology Acquisition and Assessment Center(NITAAC) has announced that it has completed its evaluation of proposals in all three phases of the highly anticipated 10-year $50 billion Chief Information Officers - Solutions and Partners 4 (CIO-SP4) GWAC vehicle and released a preliminary list of awardees.  NITAAC is waiting for the Small Business Administration (SBA) to confirm small business size standards for the preliminary awardees before finalizing the awardee list.  

Ongoing protests could delay the final announcement of awardees or force NITAAC to reevaluate this preliminary list.  Protests of the solicitation process for CIO-SP4 have repeatedly delayed award of the vehicle, which received final bids in February 2022, and was initially set to be awarded in November 2022.  Initial protests centered around terms and conditions of mentor-protégé and joint venture agreements with more recent protests focused on the self-scoring source selection mechanism that is part of the CIO-SP4 solicitation's down-select process.  Though NITAAC has made two rounds of corrective action, more than 20 protests currently remain open with the Government Accountability Office (GAO) out of more than 200 protests filed since May 2021.  

CIO-SP4 is the successor to the CIO-SP3 vehicle, initially awarded in 2012.  To date, more than $30 billion has been obligated through both the Small Business and Unrestricted versions of CIO-SP3.  In addition to being a major conduit of general and health IT federal contracts, awards made through CIO-SP3 have been a stepping stone to larger contracts and more exclusive vehicles for many small business contractors, and many of the most successful small business awardees under the vehicle have been acquisition targets.  Task Orders will continue on CIO-SP3 until April 29, unless the government takes action to further extend the date of the vehicle to prevent a gap between CIO-SP3 and CIO-SP4 if CIO-SP4 vehicle awards are not finalized before then. 

The CIO-SP4 vehicle is designed to support agencies within HHS and throughout the federal government with general information technology, biomedical and health services across 10 task areas including: 

  1. IT services for biomedical research, health sciences and health care

  2. Chief Information Officer support

  3. Digital media

  4. Outsourcing

  5. IT operations and maintenance

  6. Integration services

  7. Cybersecurity

  8. Digital government and cloud services
