Preliminary CIO-SP4 Awardees Announced
The National Institutes of Health Information Technology Acquisition and Assessment Center(NITAAC) has announced that it has completed its evaluation of proposals in all three phases of the highly anticipated 10-year $50 billion Chief Information Officers - Solutions and Partners 4 (CIO-SP4) GWAC vehicle and released a preliminary list of awardees. NITAAC is waiting for the Small Business Administration (SBA) to confirm small business size standards for the preliminary awardees before finalizing the awardee list.
Ongoing protests could delay the final announcement of awardees or force NITAAC to reevaluate this preliminary list. Protests of the solicitation process for CIO-SP4 have repeatedly delayed award of the vehicle, which received final bids in February 2022, and was initially set to be awarded in November 2022. Initial protests centered around terms and conditions of mentor-protégé and joint venture agreements with more recent protests focused on the self-scoring source selection mechanism that is part of the CIO-SP4 solicitation's down-select process. Though NITAAC has made two rounds of corrective action, more than 20 protests currently remain open with the Government Accountability Office (GAO) out of more than 200 protests filed since May 2021.
CIO-SP4 is the successor to the CIO-SP3 vehicle, initially awarded in 2012. To date, more than $30 billion has been obligated through both the Small Business and Unrestricted versions of CIO-SP3. In addition to being a major conduit of general and health IT federal contracts, awards made through CIO-SP3 have been a stepping stone to larger contracts and more exclusive vehicles for many small business contractors, and many of the most successful small business awardees under the vehicle have been acquisition targets. Task Orders will continue on CIO-SP3 until April 29, unless the government takes action to further extend the date of the vehicle to prevent a gap between CIO-SP3 and CIO-SP4 if CIO-SP4 vehicle awards are not finalized before then.
The CIO-SP4 vehicle is designed to support agencies within HHS and throughout the federal government with general information technology, biomedical and health services across 10 task areas including:

Digital media
Outsourcing
IT operations and maintenance
Integration services
Cybersecurity
Digital government and cloud services
Enterprise resource planning
Software development
